Job Description:

*Job Summary*

Develops objectives, procedures and plans for the Compliance response at its intersection with company reputation, financial sustainability, legal, technological, and regulatory issues. This individual is responsible for managing all aspects of the grant development process including planning, budgeting, writing, submitting and tracking grants.

*Essential Job Functions*

- Maintain regulatory compliance and systems for the company.

- Develops regulatory solutions to problems that may affect diverse functional areas of the business.

- Effectively lead and manage the risk & compliance team to ensure application of knowledge and execution of tasks.

- Oversees the preparation and submission of regulatory documents and filings; acts as internal liaison.

- Works with industry groups, elected officials, and government personnel to advance business interests.

- Monitor grants for legal, financial, and program compliance including but not limited to ensuring that grant requirements are correctly documented in the grant files and database.

- Monitor and document the grantmaking workflow processes, forms, templates, reports and data to assure full compliance with internal controls and legal requirements.

- Research, prepare, submit, and manage grant proposals/reports that support company's goals and meet funding guidelines and criteria.

- Leads federal and non-federal grant proposal development and submission process-preparing and organizing materials for proposals and submitting and monitoring grant applications.

- Drafts proposals/LOIs, grant application narratives, and collaborates with leadership to finalize for submission.

- Assess compliance/operational risks and develop mitigation strategies.

- Develops and disseminates written policies and procedures related to compliance issues.

- Maintain relationships with various attorney groups to ensure rapid response when issues arise.

- Oversight and management of contract review, administration and negotiations.

- Gathers and analyzes data for access tariff filings.

- Adheres to State and Federal rules and regulations.

- Submits certifications and tariff filings as required by FCC, USAC, NCREA, NC Public Staff, and other regulatory agencies.

- Liaison with third parties or outside agencies.

- Maintains historical financial records.

- Identify and retrieve potential financial opportunities and inform management of financial projections.

- Serves as CPNI and CALEA Manager.

- Oversee Carrier Access Billing (CABS) function for company.

- Stay abreast and attend relative training on industry-related trends and/or technical knowledge.

- Keeps Management up to date with regulatory changes.

- Maintain a safe and clean work environment.

*Knowledge, Skills and Abilities*

- Possess strong analytical skills and mathematic abilities

- Excellent reading comprehension skills

- Knowledge of Company policies and procedures

- Proficiency in Microsoft Excel, PowerPoint, and Word required

- Proficiency in Microsoft Access preferred

- Excellent written and verbal communications skills

- Above average presentation and negotiation skills

- Ability to communicate with others in a professional and courteous manner

- Ability to reason, analyze, interpret, and present findings in clear concise reports

- Ability to multi-task and prioritize multiple projects

- Ability to grasp conceptual ideas

- Good troubleshooting skills

- Above average organization skills

- Ability to learn and integrate new technologies

- Ability to work independently, as well as with co-workers and clients

- Detail-oriented; identify trends, realize and correct discrepancies in data

- Knowledge of Universal telephone system and industry standards preferred or obtained

- Basic knowledge of access charges and tariffs preferred

- Basic knowledge of cost separations and cost studies preferred

- Possess an understanding of NECA, USAC, State, and FCC regulations and how to apply them

- Possess an understanding of RUS Construction procedures and EDA procedures

*Education and Experience*

- Bachelor's Degree in Accounting, Business Administration or equivalent experience is required

- Five plus years in the telecommunications industry, preferred

- Five plus years of grant making and grant project administration experience, preferred

- NECA Certifications, a plus
